Translation by a friend of mine:

The song is about Jozin of the Swamp, a creature who goes around fightening people, mostly people from Prague, because they are uptight. He goes to a village and the mayor asks who is going to do something about it, and he says whoever stops the monster will get his daughter and half the lands around the village which the communists have reappropriated and turned into a giant farm called 3VD or something. So this guy has a shot of slivovice and says that he will get rid of the monster using his crop duster. Then he says “give me a beer”.
