Current users (like me, in Australia) would be grandfathered in and allowed to continue but "in the near future" they'll block access to new customers entirely. As far as I can tell, this is totally related to demands from the majors. It makes me very pessimistic about what further compromising decisions will come because they are clearly willing now to give up a lot of what made their brand strong for these big deals.
